Sharing Data with Non-DHS Staff

What is the procedure for permissions to share de-identified EHR data from USC into a data archive (e.g., NDA)?

Both Research Oversight Board and IRB approval must be coordinated by LACDHS co-investigators to release data sets. The Research Oversight Board process must be initiated by the DHS co-investigator. DHS data may be available or partially available in OMOP or Cerner's standard data model.

Partial waivers ("preparatory to research") only work if the delivered research data do NOT leave DHS premises or staff without C#s. For example, you may send 3 MRNs with other data to a DHS email or vice versa, but NOT to a Keck email.
